OVERKILL AND LAW ENFORCEMENT NEGLIGENCE

HALF TRUTHS, UNTRUTHS AND OMMISSIONS TO COVER UP

HALF TRUTHS, UNTRUTHS AND OMMISSIONS TO COVER UP

  • Ada County Sheriff Deputy Brian Orcutt with K9 Depute Django swept 3 private backyards with 3 or 4 Boise Police Officers at about 2300 hrs. on 5/1/22.  There was No proof the person they were looking for was even in that subdivision that night. Nor did any Law Enforcement personnel see anyone hop or jump any fences that evening.

HALF TRUTHS, UNTRUTHS AND OMMISSIONS TO COVER UP

  • Ada County Sheriff Deputy Brian Orcutt was debriefed on body cam by Matt Servatius the on-duty Sergeant and gave a written statement after the night of 5/1/22 after Deputy Orcutt's K9 attack and bit a innocent homeowner on 5/1/22.  Deputy Brian Orcutt inconsistent (lied) 4 times in 75 seconds on cam and had many untruths in his statement.

BEHIND THE BLUE WALL'S CUSTOM VS. POLICY

Without Accountability there is no Integrity.

We understand Law enforcement often are not be held accountable due to legal protections like qualified immunity, which makes it hard to sue for misconduct, police union contracts that offer officers due process protections during investigations, and difficulties in investigating misconduct itself. The high standard of proof required in criminal cases and internal review processes that often favor officers also contribute to a lack of accountability.  That was not the case here, download and read the file above "Deputy Orcutt's off-leashdeployment conclusion".

We don't want to believe clifford is part of the blue wall

Matthew Clifford was briefed on their K9’s attack on an innocent homeowner within 48 hours by two subordinates then without interviewing the K9 handler, reading any reports, statements or body video footage placed a call to the victim 9 days after the attack on 5/10/22.  Then 2 days later on 5/12/22 Matthew called the victim again and offered to pay all of his medical expenses.  He made no apologies in either phone call leaving one to ask, why?  Why no apologies after offering to pay all medical expenses?  Are one or two or three words that difficult to say?  “Sorry.”, “I’m/we're sorry.”  Must be part of the “Blue Wall” culture.

What if our dogs out of our control viciously attacked a Deputy or even an innocent member of the public?  We would apologize to the victim, offer to pay all of their medical expenses in the hope they won’t sue us, take our homes and put down our dogs as we're not part of the "Blue Wall".

WHAT IF  .. after Sheriff Clifford after being informed a day or 2 after the K9's attack on the innocent homeowner, he reviewed the reports, statements and body cam footage from both Sergeant Matt Servatius (Depute Orcutt's Supervisor that evening) and Deputy Orcutt?  Then Sheriff Clifford being a former K9 Handler himself would know that, No Safety meeting/s were given to fellow Law enforcement Officers that evening Nor did Deputy Orcutt inform the homeowner, giving him a warning to, like in Depute Orcutt's own words "I would definitely tell him that we're going to be using a dog to search the back of your house for a suspect. I always like to tell the people what it was for, what are we looking for so they know.· Sometimes I'll meet them personally and I will say make sure your door is locked and don't go outside, or just say stay inside, you can look through your window ..".

WHAT IF  ..  Sheriff Clifford, instead of placing a phone call and offering to take care of all his medical expenses, actually call on the homeowner, visit with the homeowner, see the 26 deep wounds, give an expression of regret.  Then from seeing the severity of the wounds Sheriff Clifford would realize there may be months of rehabilitation ahead and the possibility of permanent disability to the homeowner's arm. (In this case there was over 10 months of physical therapy, permanent disfigurement and scarring, 20% permanent disability and triggering of PTSD from past traumas.)  That would be Integrity that ACSO claims is their first and foremost value and to treat people fairly and start to rebuild trust.

10 MONTHS AFTER THESE EMAILS below, the victim WAS LEFT WITH PERMANENT DISABILITY IN his LEFT ARM.

FOREWORD

Nowhere in the 92 pages is the "MYSTERY' of the "BLUE WALL" explained and the previlate "BLUE WALL" philosophy that runs from the Officer behind a desk and the Patrolman on the street all the way through the ranks to the very top at Ada County Sheriff's department.  It doesn't but I have now seen it first hand.  Go to ''MYSTERY EXPLAINED" by Clicking HERE

"FOREWORD

Explaining what we do at the Ada County Sheriff’s Office every day and how we do it can be a difficult task, because as Idaho’s largest law enforcement agency, we are involved in many different aspects of the criminal justice system. This policy manual lets us explain that in a unique and public way – and break through any mystery as to why we do what we do. Our policies explain who we are. They provide insight into some basic facts about our agency and the philosophy that guides our actions. We are here for you, every day, and this is how we do it.

The first section holds our agency’s oath, mission, and vision. It also lists our four main values: integrity, service, dedication, and positive attitude. Those four words guide every employee in our agency, pulling us in the direction we need to go as we navigate through moments of crisis or the routine activities of our day.

Integrity is our first and foremost value – and it is at the heart of every decision we make. I am proud our employees choose to be honest and to treat people fairly. This is the only way to retain the trust of the community, which is our fundamental responsibility.

Actively working to make people and places safer in Ada County is more than a job. It’s a calling, and we should never take it for granted. I am grateful for all 750+ ACSO employees who are committed to service. Dedication is our choice to be productive because of our commitment to integrity and service.

Maintaining a positive and productive attitude can be a challenge to maintain, but our commitment to be professional, even when others make it difficult, allows us to serve with integrity. Our community trusts us to do the right thing at the right time for the right reason. We are committed to be true to our mission, vision, and values each and every day, leaving no question about who we are and why we do what we do. — Sheriff Matt Clifford"

WHY DO COPS LIE?

Police misconduct range from false arrests and coerced false confession to racial profiling, police brutality, and unwarranted searches, among other things. But what about police reports that omit facts or inaccurately describe an accident to cover up their own negligence.
